The problem of Gypsy children integration into educational system is one of the most current
problems, particularly from the standpoint of the Gypsy population integration into society.
Gypsies are in »a vicious circle of poverty«: they are poor because they are jobless; they are
jobless because they are not educated, and they are not educated because their living conditions
do not allow them to receive schooling. And this is going on all the time. It is anticipated that
the long-term effects of such state-of-affairs will be reproduction of new generations of the
illiterate, thereby socially handicapped to integrate into modern society development.
Numerous are the reasons for insufficient integration of Gypsy children into educational
system. Namely, it is not only social circumstances that this community is living in, but also
significant cultural differences caused by differences in national and ethnic identity. Also, the
majority of Gypsies live in a »mahala« (quarter of ...the town) setting, and people are strongly
biased against them, which is extremely discouraging. It seems that compensation programs
work well, because they proved to be effective in some communities. In developing those
programs there occurs a problem of humanitarian nature i.e. care must be taken not to provide
aid in a way that will stigmatize a child in a negative sense.
