The effects of some educational changes in the context of reform of education goals

AB  - The present study deals with the changes brought about by the educational reform since the 2001, which refer to the accomplishment of educational goals in the courses of Serbian language, religious and civic education. The study also included the analysis of the conditions in which the educational changes took place, the resources needed and prevailing social values. The results of the previous relevant studies indicate that the defined goals related to the instruction of Serbian, religious and civic education have not been accomplished in targeted level. The analysis also shows that adequate material and human resources for the reform implementation have not been provided, as well as that the prevailing values do not support the planned development of the education. It is concluded that these difficulties pose the challenges on whose overcoming the future of educational changes depends.
AB  - Predmet proučavanja su promene koje se odnose na ostvarivanje ciljeva obrazovanja i vaspitanja u učenju srpskog jezika, veronauke i građanskog vaspitanja, koje je donela reforma obrazovanja od 2001. godine. U ispitivanje su uključeni i uslovi u kojima su promene sprovedene, potrebni resursi i aktuelne društvene vrednosti. Rezultati analize relevantnih istraživanja ukazuju da nije došlo do ostvarivanja definisanih ciljeva nastave Srpskog jezika, Veronauke i Građanskog vaspitanja u željenoj meri. Analiza ukazuje i na neobezbeđenost adekvatnih materijalnih i ljudskih resursa za realizaciju reformi, kao i na nedovoljnu podršku vrednosnog konteksta za planirani razvoj obrazovanja. Zaključeno je da navedene teškoće predstavljaju izazove od čijeg rešavanja zavisi dalja sudbina promena u obrazovanju.

School in a transitional society: The case of Serbia

AB  - This paper explores the possibilities, scope and limitations of modernization
of education in Serbia in the second decade of the XXI century. Together with
social and political changes that started in Serbia in the year 2000, considerable
changes were initiated in the area of education as well. Modernization of education
became one of the proclaimed goals of social development, and decentralization,
democratization and improvement of the quality of education were defined as the
basic directions for a school system reform. The experience with the specification,
implementation and duration of the planned changes reveals their direct dependence
on the changes that were taking place in the political government, as a result of
which some changes have been partially implemented, while others have been
postponed. The transitional society with a low level of socioeconomic development
and newly established democratic institutions views the reform of education as an
instrument of economic revival and progress and development of the civil society,
the stronghold of democracy. However, both the educational system and the society
as a whole are in a state of incomplete modernization, which is reflected in the
chronic social crisis and stagnation that has been going on for decades. This has
practically resulted in the retraditionalization of the dominant value system, whose
characteristic, among others, is resistance to change. The Serbian educational
system therefore finds itself in a paradoxical situation – what should change the
society must also be changed itself, while society itself resists the changes that
should be brought about by the modern school. The concluding part of the article
discusses some possible outcomes of modernization of education in conditions of
an absence of a supportive social context.

AB  - Proucavanje vrednosnog profila srpske društvene elite znacajno
je zbog niza otežavajucih okolnosti u kojima se društvo nalazi, a od elite se ocekuje
da usmeri razvoj i napredak, inicirajuci i izvodeci potrebne promene. U ovakvim
okolnostima, postavlja se pitanje karakteristika srpske društvene elite, kao
pokazatelja njenih mogucnosti da doprinese prevazilaženju postojecih kriza u zemlji.
Istraživanje se sprovodi sa podacima iz cetvrtog talasa Evropske studije vrednosti
koja je u Srbiji ra ena 2008. godine na reprezentativnom uzorku gra ana (N=1512).
Poduzorak društvene elite cine najobrazovaniji i najimucniji ispitanici iz uzorka
(N=77). Vrednosni profil analiziran je preko odnosa pojedinca prema najznacajnijim
aspektima licnog i društvenog života. Upore ivanje srpske društvene elite sa ostalim
gra anima potvr uje da elitu karakterišu neka svojstva koja ukazuju na njenu
vodecu ulogu u društvu i moc da tu ulogu vrši, ali te razlike nisu tako velike niti
konzistentne kako je ocekivano. Predstavnici elite izjavljuju da su srecniji i da su
boljeg zdravstvenog stanja; oni više vrednuju posao, ali su im manje važni
materijalni aspekti posla; tolerantniji su u pogledu dužnosti u porodici i manje su
skloni da prihvate tradicionalnu podelu uloga; više su zainteresovani za politiku i
politicki su aktivniji od ostalih gra ana. Me utim, pri su enju o temama koje bi se
mogle svrstati u oblast morala, elita se neznatno razlikuje od ostalih gra ana. U
završnom delu rada diskutovane su karakteristike nedovoljno diferenciranog
vrednosnog profila srpske društvene elite u kontekstu njenog doprinosa održivom
razvoju zemlje.
AB  - Studying of value profile of the Serbian social elite is very significant because of a
number of aggravating circumstances the society is facing, while the elite is
expected to direct the development and progress by initiating and performing the
necessary changes. In such circumstances, there arises the question of the
characteristics of the Serbian social elite, as an indicator of its possibility to
contribute to the overcoming of the existing crises in the country. The research is
conducted on the data collected in the fourth wave of the European Value Survey,
conducted in 2008 (N=1512). The subsample of social elite was formed based on the
combination of educational and financial status and comprised the most educated
and the richest respondents from the sample (N=77). The value profile was analysed
through individual’s relation towards the most important aspects of personal and
social life. Elite representatives declare themselves as happier and of better health
condition; they value work more, but find financial work aspects less important than other citizens; they are more tolerant with respect to duties in the family and less
inclined to accept some elements of traditional role division; they are more
interested in politics and more politically active. However, elite is slightly different
from other citizens when judging about the topics that could be classified in the field
of morality. The concluding part of the paper discusses the characteristics of
insufficiently differentiated value profile of the Serbian social elite in the context of
its contribution to the sustainable development of the country.

AB  - Predmet rada jeste poželjnost maštovitosti kao važne osobine dece u grupi društvene elite četiri evropske zemlje - Srbije i Velike Britanije, Francuske i Nemačke, kao tri tradicionalno najuticajnije evropske zemlje. Grupa društvene elite formirana je na osnovu formalnih kriterijuma (uzrast, obrazovanje, primanja) i nekih pretpostavki teorije globalnog mnjenja koju je formulisao Frank Rusciano. Pored toga, ispitivana je spremnost društvenih elita za angažovanje u političkom životu. Podaci za komparativnu analizu prikupljeni su u petom talasu Svetske studije vrednosti koji je sproveden u periodu 2005-2008. Nalazi ukazuju da društvene elite posmatranih zemalja više vrednuju dečiju maštovitost nego populacije u celini. Međutim, dok su francuska, britanska i nemačka društvena elita većinski zainteresovane za politiku, u slučaju srpske elite samo manjina ispoljava ovakvo interesovanje. U završnom delu diskutuje se značaj dobijenih rezultata u kontekstu odnosa društvenih i političkih elita, i njihove implikacije po mogućnosti pružanja šire društvene podrške maštovitosti i kreativnosti mladih.
AB  - Subject of the paper is preference of imagination as an important child quality in the group of social elite in four European countries - Serbia and Great Britain, France and Germany, as three traditionally the most influential European countries. The group of social elite is defined by formal criteria (age, education, income) and certain assumptions of global opinion theory formulated by Frank Rusciano. In addition to this, we studied the readiness of social elites for political engagement. Data for comparative analyses are taken from the fifth wave of World Values Survey, conducted in the period 2005-2008. The findings suggest that social elites of the countries in question evaluate child imagination higher than general population as a whole. However, while the majority of French, British and German social elite is interested in politics, only a minority of Serbian elite has the same interest. In the final part, the relevance of obtained results is discussed in the framework of the relation between social and political elites, as well as their implications for providing broader social support to child imagination and creativity.

Evaluation of child imagination in European cultural-historical context

AB  - Encouraging child imagination is a desirable for developing creativity in youth and adulthood, and creativity is viewed as one of the solutions to the problems the contemporary word is facing. The aim of this paper is to examine the linkage between macro-social factors and evaluation of imagination as a characteristic that should be encouraged in children. For analysis we used data on European countries encompassed by the World Values Study (1999-2004). The results indicate that wealthier and more developed countries and the citizens who are more postmaterialist oriented value imagination more. However, once cultural-historical heritage of the country is included into the analysis, evaluation of imagination changes, thus confirming the importance of living in the communist regime and, on the other hand, the influence of socialization patterns defined by the dominant religion (Orthodoxy, Catholicism, Protestantism or Islam). The concluding part discusses the implications of these results for supporting creativity in young people and contributing to the development of contemporary society which requires reliance on individual abilities and responsibilities in order to progress.
AB  - Podsticanje dečje mašte je poželjan uslov za razvoj kreativnosti u mladosti i odraslom dobu, a kreativnost se vidi kao jedno od rešenja problema sa kojima je savremeni svet suočen. Cilj rada predstavlja ispitivanje povezanosti makrodruštvenih faktora i vrednovanja maštovitosti kao osobine koju kod dece treba razvijati. Za analizu su korišćeni podaci o stanju u evropskim zemljama koje su obuhvaćene Svetskom studijom vrednosti (1999-2004. godine). Rezultati ukazuju da bogatije i razvijenije zemlje i građani koji su više postmaterijalistički orijentisani više vrednuju maštovitost. Međutim, kada se u analizu uključi kulturno-istorijsko nasleđe države, vrednovanje mašte se menja, potvrđujući značaj života u komunističkom režimu, odnosno uticaj socijalizacijskih obrazaca koje definiše dominantna religija (pravoslavno hrišćanstvo, rimokatoličko hrišćanstvo, protestantizam i islam). U zaključnom delu razmatrane su implikacije rezultata ispitivanja za podršku kreativnosti mladih i razvoj savremenog društva koje traži oslanjanje na individualne sposobnosti i odgovornosti kako bi napredovalo.

abstract = "Encouraging child imagination is a desirable for developing creativity in youth and adulthood, and creativity is viewed as one of the solutions to the problems the contemporary word is facing. The aim of this paper is to examine the linkage between macro-social factors and evaluation of imagination as a characteristic that should be encouraged in children. For analysis we used data on European countries encompassed by the World Values Study (1999-2004). The results indicate that wealthier and more developed countries and the citizens who are more postmaterialist oriented value imagination more. However, once cultural-historical heritage of the country is included into the analysis, evaluation of imagination changes, thus confirming the importance of living in the communist regime and, on the other hand, the influence of socialization patterns defined by the dominant religion (Orthodoxy, Catholicism, Protestantism or Islam). The concluding part discusses the implications of these results for supporting creativity in young people and contributing to the development of contemporary society which requires reliance on individual abilities and responsibilities in order to progress., Podsticanje dečje mašte je poželjan uslov za razvoj kreativnosti u mladosti i odraslom dobu, a kreativnost se vidi kao jedno od rešenja problema sa kojima je savremeni svet suočen. Cilj rada predstavlja ispitivanje povezanosti makrodruštvenih faktora i vrednovanja maštovitosti kao osobine koju kod dece treba razvijati. Za analizu su korišćeni podaci o stanju u evropskim zemljama koje su obuhvaćene Svetskom studijom vrednosti (1999-2004. godine). Rezultati ukazuju da bogatije i razvijenije zemlje i građani koji su više postmaterijalistički orijentisani više vrednuju maštovitost. AB  - Child imagination is considered in developmental theories as a desirable precondition for later creative production, though in everyday use, imagination is viewed as fantasy, unreal, not practical and not important. The topic of interest in this paper is public opinion of imagination as the quality that can be encouraged to learn at home and the factors which influence this opinion. The data for the analysis were collected from the Third and Fourth Wave of World Values Survey. The findings suggest that imagination has a very low status among other child qualities which have to be supported. The increase in interest for imagination in the world and in Europe between the Third and Fourth Wave of the survey can indicate larger compliance with the actual demands of educational reform for democratization of education and encouragement of creativity of the young. Stagnation of child imagination status in the opinion of Serbian respondents is understandable in the framework of social crisis which happened at the time when the survey was conducted. The preference of imagination is positively correlated with respondents' postmaterialist orientation and educational level, but negatively with their age. The implications of findings for nurturing creativity in formative period are discussed. It is concluded that the school is invited to offer special programs to compensate for public opinion effects.
AB  - Dok se u razvojnim teorijama dečija mašta tretira kao poželjan preduslov za kasniju kreativnu produkciju, u svakodnevnoj upotrebi ovaj termin se odnosi na fantaziju, nešto nerealno, nepraktično i neznačajno. Predmet interesovanja u ovom radu su stavovi javnog mnjenja o tome u kojoj meri maštovitost deteta može da se podstiče u kući i faktori koji utiču na te stavove. Analizirani su podaci koji su prikupljeni u Trećem i Četvrtom talasu Svetske studije vrednosti. Nalazi ukazuju da maštovitost ima vrlo nizak status među osobinama dece koje treba da budu podržane. Porast vrednovanja maštovitosti na nivou svetskog i evropskog uzorka između Trećeg i Četvrtog talasa može se pripisati većem uvažavanju zahteva za demokratizacijom obrazovanja i podsticanjem kreativnosti mladih koji su sadržani u obrazovnim reformama. Zadržavanje niskog statusa maštovitosti na uzorku Srbije razumljivo je u okviru društvene krize koja se dešavala u vreme izvođenja ispitivanja. Preferiranje maštovitosti je pozitivno povezano sa postmaterijalističkom orijentacijom ispitanika i nivoom njihovog obrazovanja, a negativno sa njihovim uzrastom. Diskutovane su implikacije nalaza za podsticanje kreativnosti u formativnom periodu. Zaključeno je da je škola pozvana da ponudi posebne programe za prevazilaženje efekata iskazanih stavova.

AB  - The subject of discussion are the attitudes of citizens towards the qualities that children should be encouraged to learn in the family, based on the data collected in the fourth wave of the World Values Survey (1999-2004). The aims of this paper are: to determine the hierarchy structure of citizens’ values regarding the qualities that children should be encouraged to learn as part of their family upbringing; to determine whether the priority is given to the development of autonomous or conformist personality, as well as the correlates of each of these two orientations; to determine what the position of Serbian public opinion is in comparison to the European countries encompassed by the World Values Survey. The analysis comprises representative samples from 33 European countries, in total 48,220 respondents. The research in Serbia comprised 1200 citizens aged 18 and above. It was shown that Serbian public opinion gives priority to the development of the qualities of an autonomous personality over conformist. Regarding the values and goals of upbringing, Serbia is at the level of average of the European countries as a whole. The younger and more educated respondents give priority to the development of autonomous qualities, as well as those who acquired post-materialist values. Progressive goals of upbringing which are supported by the public can be accomplished with significant changes in the direction of increase of social standard, quality of education and competence of all those people who participate in the upbringing of the young.
AB  - Predmet razmatranja su stavovi građana o osobinama koje deca treba da usvoje u porodici na osnovu podataka koji su prikupljeni u okviru četvrtog talasa Svetske studije vrednosti (1999-2004). Ciljevi rada su: utvrditi hijerarhijsku strukturu vrednosti građana s obzirom na osobine koje kod dece treba razvijati u okviru porodičnog vaspitanja; utvrditi da li se prednost daje razvoju autonomne ili konformističke ličnosti, kao i korelate svake od ove dve orijentacije; ustanoviti kakva je pozicija srpskog javnog mnenja u odnosu na evropske zemlje koje su obuhvaćene Svetskom studijom vrednosti. Ispitivanje je sprovedeno na reprezentativnim uzorcima građana 33 evropske zemlje u Srbiji sprovedeno je na reprezentativnom uzorku 1200 građana uzrasta od 18 i više godina. Nalazi dobijeni u Srbiji poređeni su sa 32 evropske Pokazalo se da srpsko javno mnenje prednost daje razvoju osobina autonomne ličnosti u odnosu na konformističku. U pogledu vrednosti i ciljeva vaspitanja, Srbija se nalazi na nivou proseka evropskih zemalja kao jedne celine. Razvoju autonomnih osobina prednost daju mlađi i obrazovaniji ispitanici, kao i oni koji su usvojili postmaterijalističke vrednosti. Progresivni vaspitni ciljevi koji imaju podršku javnog mnenja mogu se ostvariti uz značajne promene u pravcu povećanja društvenog standarda, kvaliteta obrazovanja i kompetentnosti svih koji učestvuju u vaspitanju mladih.
